Wais (Applicant and Property Owner); P <br />Professional Office District. <br />SUMMARY AND RECOMMENDATION <br />Mr. Wais, the applicant, is requesting to change the zoning of this property from P Professional <br />Office District to PHD Professional High Density Office District. This change would allow him <br />to pursue future development of the site with a mixed -use development, a use that is prohibited <br />in the P District but conditionally permitted in the PHD District. <br />The Planning Commission and staff recommend that the City Council take the following actions <br />for approval of the proposed project: <br />A. Adopt the Negative Declaration; and <br />B. Rezone the property from P Professional Office District to PHD Professional <br />High Density Office District. <br />BACKGROUND <br />The subject property is a vacant parcel located on Estudillo Avenue, midblock between Bancroft <br />Avenue and Santa Maria Street. The properties on either side are zoned P; the adjacent property <br />to the west is developed with an office building occupied by the Lighthouse Independent Study <br />Center, a section of the San Leandro Unified School District. The property on the east is also <br />zoned P and is developed with a single-family home. The property immediately across the street <br />is zoned RM-1800 and is developed with an apartment building; to the east of the apartment <br />building the zoning changes to P; it consists of single-family dwellings converted to office uses. <br />The area south of the subject property is zoned RS Residential Single -Family and is developed <br />accordingly. <br />
