City Of San Leandro <br />Community Development Department <br />Planning and Housing Services <br />Staff Report <br />DATE: January 10, 2002 <br />TO: Planning Commission <br />FROM: Hanson Hom, Development Services Director <br />BY: Elizabeth Greene, Planner H <br />SUBJECT: PLN2001-00046; rezone from P Professional Office District to PHD Professional High <br />Density Office District to allow future consideration of a mixed -use development and <br />condominium on the property on 555 Estudillo Avenue; Assessor's Parcel Numbers 77- <br />525-13; N. R. Wais (Applicant and Property Owner); P Professional Office District. <br />SUMMARY AND RECOMMENDATION <br />Mr. Wais, the applicant, is requesting to change the zoning of this property from P Professional Office <br />District to PHD Professional High Density Office District. This change would allow him to pursue <br />future development of the site with a mixed -use development, a use which is prohibited in the P <br />District but conditionally permitted in the PHD District. <br />Staff recommends that the Planning Commission forward the item to the City Council with a <br />recommendation for approval. <br />APPPLICANT'S SUPPORTING STATEMENT <br />See attached. <br />RELATIONSHIP TO SURROUNDING AREA <br />The subject property is a vacant parcel located on Estudillo Avenue, midblock between Bancroft <br />Avenue and Santa Maria Street. The properties on either side are zoned P; the adjacent property to the <br />west is developed with an office building occupied by the Lighthouse Independent Study Center, a <br />section of the San Leandro Unified School District. The property on the east is also zoned P and is <br />developed with a single-family home. The property immediately across the street is zoned RM-1800 <br />and is developed with an apartment building; to the east of the apartment building the zoning changes <br />to P; it consists of single-family dwellings converted to office uses. The area south of the subject <br />property is zoned RS Residential Single -Family and is developed accordingly. <br />
