O�SONI,& <br />CITY OF SAN LEANDRO <br />Planning and Housing Services <br />Community Development Department <br />NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the <br />environment as prescribed by the California Environmental Quality Act of 1970, as amended will <br />occur for the following proposed project: <br />I. PROJECT DESCRIPTION: <br />The site is a 7,000 square -foot vacant parcel which may have been developed with a single- <br />family home in the 1950s. The lot has been vacant for at least thirty years. The project is to <br />change the zoning from a P Professional Office District to a PHD Professional High - <br />Density Office District to allow residential uses and mixed -use developments on the site in <br />the future. If the re -zoning is approved, the applicant will apply for a Conditional Use <br />Permit for a proposed mixed -use development including a single-family residence and a <br />commercial building. <br />H. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br />ENVIRONMENT: <br />The proposed project will have no significant effect on the area's resources, cumulative or <br />otherwise. <br />M. FINDINGS SUPPORTING DECLARATION: <br />A. The proposed project is considered infill development, and the site is surrounded by <br />parcels developed with residential and office uses. The proposed project is an <br />appropriate use of the property. <br />B. The proposed project has been reviewed according to the standards and requirements of <br />the California Environmental Quality Act (CEQA) and an Initial Study/Environmental <br />Evaluation Checklist has been prepared with a determination that the project will not <br />have a significant impact on the environment and as long as the applicant complies with <br />all identified mitigation measures and standard conditions of approval. <br />C. There are no potentially significant impacts related to this project. <br />D. There is no evidence of historical or archaeological resources within the project area. <br />Potential impacts to unknown resources can be adequately mitigated as long as <br />mitigation identified by staff is implemented during the construction phase.
