City Council Human Relations Committee
May 8, 2002 Meeting Highlights
Committee Members: Council Member Loeffler, Council Member Badger, Council Member
Grant
Called to order at 2:05 p.m.
2 audience members and 5 staff members present
PROGRESS REPORT AND DISCUSSION ON STUDY CIRCLE PROGRAM
• Staff reported on research done into the objectives and methods of using study circles for
community dialogue. Committee Members discussed the driving interest in a community
dialogue — changes in San Leandro; what people are saying and seeing. Study circles can be
used to start the dialogue in the community toward the goal of understanding; bridging
pockets of the community for dialogue between them.
• Staff will follow-up with a curriculum offered by one facilitating agency to see if it will lend
itself to the goal of community dialogue in San Leandro.
• Staff will contact the faith community to see if they have an interest in participating. They
could be a pilot group for the study circle model.
• The discussion also included conversation regarding the request from the Falun Gong
organization for a proclamation for Falun Gong week in San Leandro. The recommendation
of the committee was to acknowledge the City Council's prior resolution for No Room for
Racism and the position that this resolution adequately addresses San Leandro's commitment
for inclusion of all people in this community. There was no support from the Committee for
further proclamations related to Falun Gong.
• The Committee concurred that requests for proclamations which have religious or political
connotations are not appropriate for the City.
DISCUSSION REGARDING PEACE BY PIECE YOUTH SUMMIT RESULTS
• Staff reported that the dialogue of the youth summit was similar to the study circle model.
There was dialogue in groups regarding gender differences, how to understand one another
and how to relate to the opposite gender. Youth Advisory Commission (YAC) Members
were trained as facilitators. Committee Members felt the YAC Members would be would be
a valuable resource for the study circles.
COMMITTEE MEMBER COMMENTS
• Committee Member Loeffler discussed a newsletter from Congressman Pete Stark in which
he announces he is also supporting the No Room for Racism resolution on a federal level.
He also expressed his appreciation to staff for a good event in honor of Cinco de Mayo.
Meet adjourned at 3:35 p.m.
g1dept/committees/human relations/5-8-02 highlights.doc
