City of San Leandro Rules & Communications Committee <br />May 23, 2002 Meeting Highlights <br />Present: Council Member Badger, Council Member Santos, City Manager Jermanis, Assistant <br />City Manager Schilling, Assistant to the City Manager Battenberg, Emergency Services Manager <br />Lunsford, DJT Consultant Jennifer Chien and San Leandro resident Lou Filipovich. <br />1. Amount of Time Allotted for Public Comment on the City Council Agenda <br />City Manager Jermanis reviewed that this matter was being brought to the Committee for <br />discussion in an effort to meet the City Council meeting goal to expeditiously handle City <br />business and provide the public time to comment on issues. Assistant City Manager Schilling <br />presented three possible alternatives the Council may want to consider. 1) Reducing the time <br />limit similar to Oakland who has a 1 minute limit. 2) Reverting back to the old method and <br />eliminating public comments on new issues. 3) Establishing a 10 minute limit on each speaker <br />per meeting. Council Member Badger stated that the public has the right to petition the Council <br />and expressed his concern that the three minute per item limit remain. Council Member Santos <br />stated his concern regarding Council opportunity to question the public. Assistant City Manager <br />Schilling stated that it's necessary to avoid dialogue between Council and the public, but that <br />clarifying questions are allowed. The Committee recommended that a 10 minute limit per <br />speaker per meeting be established and directed staff to prepare a report for Council <br />consideration. The Committee agreed that time should be tracked in 30 second intervals and that <br />the time allotted for public hearing comments should be decreased from five minutes to three <br />minutes. <br />During public comment, San Leandro resident Lou Filipovich accused the City of violating the <br />Brown Act and handed out a flyer (attached). <br />2. Quarterly Grant Report for Fiscal Year 2001-02 (report attached) <br />Emergency Services Manager Lunsford, the City's grants manager, introduced DJT consultant <br />Jennifer Chien. Consultant Chien reviewed the Quarterly Grants Report for Fiscal Year 2001-02 <br />report included in packet. The report provides a snap shot of the status of grant applications <br />submitted by the City and specifically by DJT. She reported that the "Total amount of grants <br />applied for with outcomes pending," line three of the Summary of Total Grants table on page 1, <br />should be revised to $5,038,888. She also reported that the "Total amount of grants applied for," <br />line two of the Summary of DJT Assisted Grants table on page 1, should be increased to <br />$3,871,953 and the "Total amount of grants pending," line three of the Summary of DJT <br />Assisted Grants, should be increased to $3,423,323. <br />She reported that an additional $80,000 in DJT submitted grants has been awarded for 2002-03 <br />and that the application for the Prop 14 Manor Library grant is due to be submitted by the June <br />14 deadline. <br />3. Guidelines for Holding Town Hall Meetings (staff report attached) <br />City Manager Jermanis introduced this item regarding guidelines for town hall meetings. <br />Assistant City Manager Schilling presented the three types of community input meetings. <br />Council Member Badger clarified that he asked to discuss standards for town hall meetings, such <br />as a minimum level of personnel to be available for the meetings.
