ADMINISTRATIVE REVIEW DRAFT <br />third of the units in these areas were affordable to low and moderate income households, the City's <br />RHND allocation would be fully satisfied. <br />Beyond the vacant sites, the "underutilized" mixed use sites are capable of supporting at least 300 multi- <br />family units, and possibly many more. Some of these sites will be available before 2006 and others may <br />may not be available until later. Over 80 percent of the underutilized capacity is associated with sites in <br />redevelopment areas. Additional housing opportunities exist on "underdeveloped" sites in multi -family <br />districts, and on large lots in the Mulford Gardens and Bay-O-Vista neighborhoods. <br />Programs in the Housing Element recognize the need for incentives to encourage the redevelopment of <br />older commercial properties on East 14`E' Street, Washington Avenue, and MacArthur Boulevard with <br />housing (or mixed use projects that include housing). Programs to promote high -density housing near the <br />Downtown BART Station are also being developed.
