ADMINISTRATIVE REVIEW DRAFT <br />HOUSING ELEMENT GOALS, POLICIES, AND PROGRAMS <br />Goals in the other elements of the General Plan are sequentially numbered from I through 52. The <br />Housing Element begins with Goal 53 and continues through Goal 59. <br />Goal 53: Affordable Housing Development <br />Increase the supply of affordable ownership and rental housing in San Leandro. <br />Quantified Objectives for Goal 53: <br />Facilitate the development of 76 units of very low income housing in the ABHOW and Fuller <br />Gardens projects by June 30, 2006. <br />Facilitate the development of at least 87 additional units affordable to very low income <br />households, 107 new units affordable to low income households, and 121 new units <br />affordable to moderate income households between September 1, 2002 and June 30, 2006 <br />to satisfy the City's ABAG Fair Share Allocation. <br />Policies and Actions Implementation Strategies <br />Policy 53.01 LAND SUPPLY <br />Provide and maintain an adequate supply of land to • Zoning Code <br />accommodate the City's fair share housing assignment for the <br />1999-2006 period, as determined by ABAG. <br />Action 53.01-A: East 14`h Mixed Use Development <br />Ensure that the East 14`h South Area Development Strategy, now underway, includes <br />specific incentives to include housing in new development projects. Pursuant to Action <br />8.04-A of the Land Use Element, a new "Mixed Use " zone should be created on the <br />southern part of East 14`h Street (Thornton to 150`h) which emphasizes upper floor <br />residential uses and ground floor retail uses. Zoning on this corridor should allow <br />second or third story housing as a permitted use, subject to performance standards and <br />development standards which reduce the possibility for conflicts and off -site impacts. <br />Development opportunities on the corridor should be publicized through the City's <br />Business Development Programs. <br />HOUSING ELEMENT 6-5 SAN LEANDRO GENERAL PLAN <br />44 g`7 <br />
