ADMINISTRATIVE REVIEW DRAFT <br />2. REVIEW OF THE 1989 HOUSING ELEMENT <br />Section 65588(a) of the California Government Code requires each jurisdiction to periodically review its <br />housing element and evaluate: <br />• the appropriateness of the housing goals, objectives, and policies in contributing to the attainment of <br />the state housing goal; <br />• the effectiveness of the (prior) housing element in the attainment of the community's housing goals <br />and objectives; and <br />• the progress of the City in implementation of the housing element. <br />The periodic review is one of the major components of a housing element update. It provides an <br />opportunity to evaluate the relevance of the City's housing policies and programs, identify where gaps <br />exist, and suggest possible ways to fill these gaps. The review forms the basis for restructuring the <br />housing element to better meet today's housing challenges. <br />San Leandro's Housing Element was last updated in 1989, concurrently with the other elements of the <br />General Plan. Although the Element was never certified by the State, it was adopted by the City Council <br />and has served as the basis for local housing policy for the last 12 years. More than 1,500 units of <br />housing have been constructed in San Leandro since the last Element was adopted, including a substantial <br />number of affordable units. Some 900 housing units occupied by low or moderate income households <br />have been repaired or refurbished through local housing assistance programs. A number of new housing <br />programs have been initiated, responding to the directives in the 1989 Element, emerging issues and <br />needs, new funding sources, and housing market trends. <br />The 1989 Element included 11 goals, 36 policies, 11 numerical objectives, and 2 actions. Other actions <br />are implied in the text of the Element. The discussion below describes the City's progress toward <br />achieving each of its goals and the appropriateness of each goal today. It is worth noting that some of the <br />goals address issues that are now covered elsewhere in the General Plan, including citizen participation, <br />neighborhood safety, neighborhood appearance, and the jobs -housing balance. The updated Housing <br />Element places a greater emphasis on housing affordability and rehabilitation issues, including the <br />production of affordable units, housing conservation, and housing for special needs groups. <br />HOUSING ELEMENT 2-1 SAN LEANDRO GENERAL PLAN <br />3tg <br />
