ADMINISTRATIVE REVIEW DRAFT <br />Services and Facilities Element (Policy 45.06). The fourth policy addressed emergency access by police <br />and fire personnel. This is now addressed by Policy 2.11 in the Land Use Element and Policy 45.05 in <br />the Community Services and Facilities Element. Since this goal is now addressed elsewhere in the <br />General Plan, it will no longer appear in the Housing Element. <br />The City has continued to maintain practices, procedures, and standards that ensure that a high level of <br />safety is provided to homeowners and renters. It has developed and maintained programs to assist <br />homeowners with seismic retrofits, including a home improvement class and a tool lending library. Both <br />of these programs have benefited low and moderate income homeowners. Zoning continues to reflect <br />seismic hazards in the City, with low density (RS) or open space (OS) designations in areas subject to <br />liquefaction, landslides, or very violent groundshaking. The City also requires regular review of proposed <br />subdivision plans by the Police and Fire Department and has maintained development standards which <br />ensure adequate emergency access. <br />Personal safety and security have been promoted through neighborhood watch programs. The City also <br />encourages the design of new structures which create "defensible space" and promote a sense of <br />community and security. <br />Neighborhood Stability and Maintenance <br />The 1989 Element included the following goal relating to neighborhood stability and maintenance: <br />Goal 6: Maintain stable, safe, attractive neighborhoods. <br />The 1989 Element included four policies under this goal, with no measurable objectives or actions. All of <br />these policies have since been integrated into the Land Use Element. <br />The first policy requires private property owners to maintain their property so that it does not create a <br />nuisance or affect property values (this is now General Plan Policy 1.02). The second requires an <br />adequate level of public services in neighborhoods (this has been incorporated in Goal 4 of the Land Use <br />Element and Goal 52 of the Community Services and Facilities Element). The third policy prevents the <br />intrusion of incompatible uses into residential areas. This is now Policy 1.11 in the Land Use Element. <br />The fourth policy seeks to eliminate existing incompatible uses. This is now addressed by Policy 1.12 in <br />the Land Use Element. Because these topics are covered elsewhere in the General Plan, this goal will no <br />longer be included in the Housing Element. <br />The City has continued to take an active role in neighborhood maintenance since the 1989 Housing <br />Element was adopted. The Community Compliance Division of the Police Department ensures the <br />maintenance of residential property and the enforcement of the Zoning Code. The Zoning Code itself <br />ensures that incompatible uses are minimized and includes provisions that prohibit potentially <br />incompatible (e.g., non -conforming) uses within residential areas from expanding.
