ADMINISTRATIVE REVIEW DRAFT <br />Updating the Housing Element <br />The 1989 Housing Element contained the following goal on future updates: <br />Goal 11: Keep housing goals and objectives appropriate to housing needs. <br />This goal was accompanied by a single objective and no policies. The Objective was to update the <br />Housing Element by January 1, 1996 and not less than every five years thereafter. <br />Because of the shift in the Regional Housing Needs Determination process, jurisdictions in the Bay Area <br />were given several extensions to update their housing elements. Consequently, the City did not pursue <br />the January 1996 target. An Administrative Draft Housing Element was prepared in February 1995, but <br />the intent of that document was to obtain certification for the 1989-1998 period. <br />While the general intent of Goal 11 remains valid, it has not been included in this Update because the <br />State requires Housing Element revisions at least every five years. State law requires housing goals and <br />objectives to be appropriate to housing needs and further, includes a certification process to ensure that <br />this mandate is met. <br />toSummary <br />While the 1989 Housing Element proved to be extremely effective in some areas, it is now outdated. <br />Most of the goals have been edited and reorganized to reflect the work that has been done on the other <br />elements of the General Plan. A more consistent hierarchy of goals, policies, and action programs has <br />also been developed —both for consistency with the other Plan elements, and also to meet State <br />requirements. New quantified objectives have been developed. <br />The policies generally are still relevant, but have been expanded and clarified in this Update to address <br />the full range of topics required by the Government Code. Several topic areas now receive greater focus, <br />including the future of the City's mobile home parks, the growing needs of lower income seniors and frail <br />elderly residents, provisions for "at risk" rental units, the needs of persons with disabilities, and <br />homelessness. The new Element includes more comprehensive policies addressing potential housing <br />sites, regulatory constraints, and opportunities for multi -family housing, second units, mixed use projects, <br />and other types of potentially affordable housing. <br />The programs in the 1989 Element were relatively broad; a more detailed approach is now recommended, <br />identifying responsible agencies, timelines, and funding sources for each major action. The updated <br />policies and actions reflect the challenges and opportunities that now exist in the City.
