NEEDS ASSESSMENT <br />The purpose of the Needs Assessment is to describe demographic, housing, and economic conditions in <br />San Leandro so that the City's housing policies and actions reflect local needs. The Needs Assessment <br />includes data on population, household characteristics, income and employment, special needs groups, <br />housing stock characteristics, building condition, and housing value. As appropriate, it presents this data <br />side by side with data from Alameda County and other communities to facilitate an understanding of the <br />City's characteristics relative to the region. This chapter also includes a discussion of subsidized units at <br />risk of converting to market rate rents, and a discussion of residential energy conservation. <br />Data from many sources is referenced in this chapter. Wherever possible, the 2000 Census has been used <br />to provide as up-to-date a picture as possible of local conditions. In other cases, however, new Census <br />data has yet to be released and 1990 Census data is cited. Other sources, including data collected by the <br />City of San Leandro or acquired from private vendors, are referenced as appropriate in the text. <br />Population <br />Growth Rate <br />The 2000 Census reported that San Leandro had 79,452 residents on April 1, 2000. This represents a 16.4 <br />percent increase over the 1990 population of 68,223. This is the greatest decennial increase in the City in <br />four decades, and the first time since the 1950s that the City grew at a faster rate than Alameda County as <br />a whole. As Table 3-1 indicates, San Leandro's population actually declined during the late 1960s and <br />1970s and increased only modestly during the 1980s. During the 1980s, the average annual growth rate <br />was 0.4 percent, compared to 1.5 percent in Alameda County. During the 1990s, the average annual <br />growth rate was 1.6 percent, compared to 1.2 percent in Alameda County. The growth was the result of <br />both new housing construction and increasing household sizes in the City. <br />Recent records from the State Department of Finance placed the population of San Leandro at 81,323 as <br />of January 1, 2002. The City has continued to grow at a faster rate than Alameda County during the past <br />two years. <br />Household Type <br />According to the 2000 Census, 99 percent of San Leandro's residents lived in individual households <br />while one percent lived in group quarters. Although small, the group quarters population tripled (from <br />280 persons to 827 persons) between 1990 and 2000.
