John Jermanis - 2 - June 11, 2002 <br />The City of Oakland also provides for a "Modifications to the Agenda" segment which provides <br />an opportunity for City Council Members and/or members of the public (via a modification <br />request form) to request a staff presentation or opportunity to speak on items listed on the <br />Consent Calendar or under New Business. If there are no such requests submitted for Consent <br />Items and/or any New Business Item listed, those remaining items are considered approved, as <br />recommended under one mass motion by the City Council. <br />Current City Council Policy <br />Currently, members of the public have an opportunity to address the San Leandro City Council <br />for a five-minute period during Public Hearings, for three (3) minutes under the Public <br />Comments portion of the agenda prior to the City Council acting on the Consent Calendar; and <br />again, for a three (3) minute period (if a speaker card has been filed) following any New <br />Business Item presentation. This provides each citizen with several minutes of input at any <br />given City Council Meeting. For example, if you were to have a meeting where there are two <br />public hearings and five new business items, a citizen would have the opportunity, under the <br />current policy, to address the City Council for a total of 23 minutes during that meeting. <br />If the City Council support the three (3) minutes time limit during public hearings, given the <br />same scenario, a citizen would have the opportunity to speak 3 minutes during both public <br />hearings, 3 minutes during Public Comments, and would have an additional minute remaining to <br />address any New Business Item(s). The citizens would be responsible for managing their 10 <br />minutes to be sure they could talk on the items of importance to him or her. <br />Previous City Council Action(s) <br />On September 17, 2001 the City Council approved changing the time limit from five (5) <br />minutes to three (3) minutes during the Public Comments portion of the Agenda and removed <br />"Continued Public Comments" from the end of the Council Agenda. <br />City Council Committee Review and Action <br />The City Council Rules and Communications Committee met on May 23, 2002 and <br />recommended that the City Council consider limiting public comments during Public Hearings <br />to three (3) minutes per speaker, as well as setting a limitation of a total of ten (10) minutes per <br />speaker during any one City Council Meeting. <br />Applicable General Plan Policy <br />Not applicable. <br />Permits and/or Variances Granted <br />Not Applicable. <br />
