ADMINISTRATIVE REVIEW DRAFT <br />households. At Carlton Plaza, 20 percent of the units have been set aside for very low income <br />households. Although the other 80 percent of the units are market rate, they are shown in the "moderate" <br />column in Table 4-1 because the rents meet the affordability guidelines for one -person moderate income <br />households.2 <br />In addition to the units listed above, 23 new units reserved for low and very low income households were <br />created in 2001 at the Las Palmas Apartments on Tropic Court. Citizens Housing, a local non-profit, <br />acquired this existing 91-unit complex with HOME funding assistance from the City of San Leandro and <br />undertook a major renovation of the property. Under HCD guidelines, the City is unable to claim credit <br />for these units toward its fair share requirement because the units are not newly constructed. <br />Adjustment for Units Now Under Construction <br />The allocation for 1999-2006 may be further adjusted by deducting units that are now under construction <br />or that will be under construction later in 2002. Table 4-1 lists these projects, disaggregating the units by <br />income category. The total includes the remaining 240 single family homes in Cherrywood, 69 homes in <br />the Ryland Homes (Wood Creek) project at the end of Preda Street, 19 homes on Halcyon Drive, 6 homes <br />on Washington Avenue, and 11 townhomes on Hyde Street at Chumalia. It also includes 60 rental units <br />for very low income households at the American Baptist Homes of the West Project on East 14'' Street <br />and 16 units for very low income disabled households at Fuller Lodge Phase Two (to be called "Fuller <br />Gardens"). <br />The total does not include the 75-unit Villa San Leandro senior housing facility, a new market -rate <br />project. Villa San Leandro is classified as group quarters rather than multi -family housing because the <br />units do not have kitchens. The total also does not include the Surf Apartments on Lewelling Boulevard. <br />Citizens Housing, a local non-profit, recently received HOME funding through the City for the <br />acquisition and rehabilitation of this complex. Because the units are not newly constructed, they may not <br />be deducted from the fair share allocation. <br />With the addition of the recently completed and committed projects, the City will have added more than <br />three times the amount of above moderate income housing called for during the planning period. It will <br />have satisfied almost two-thirds of its allocation for moderate income households, and over one-third of <br />its allocation for lower income households. <br />Adequate sites for another 287 units of low, very low, and moderate income housing are required to <br />demonstrate that the City can satisfy its fair share allocation. As the next section of this chapter indicates, <br />the City's land supply can accommodate some 1,200 units βor about four times this quantity. <br />Carlton Plaza units start at $1,995 a month, including three meals a day and room service. Assuming a $20 per <br />diem cost for food and room .service, the effective rental rate is $1,395. The affordable rent range for a one person <br />moderate income household is $942 to $1,503, so the Carlton Plaza units are considered to fall within this range. <br />HOUSING ELEMENT 4-3 SAN LEANDRO GENERAL PLAN <br />41SI <br />
