2500 Davis Street <br />PLN2002-00031 <br />September 3, 2002 <br />and presented to the City Council for review and approval at a date subsequent to <br />approval of the proposed subdivision. The developer will take the lead in preparing the <br />design plans for the intersection, which must be completed prior to approval of the first <br />certificate of occupancy for the development.. Second, the developer proposes to prepare <br />and implement a Signal Timing Plan to improve traffic flow along Davis Street between <br />Doolittle and I-880. The signalization improvements must be completed prior to issuance <br />of the first certificate of occupancy. <br />These latest measures are agreed upon by the developer and have been incorporated into <br />the attached Recommended Conditions of Approval. If the project is approved by the <br />City Council, the developer and staff will immediately proceed with preparing the traffic <br />improvement plans, including coordinating closely with Caltrans staff. Discussions have <br />already been initiated with Caltrans to begin the design process. <br />Summary of Public Outreach Efforts <br />For the July 30, 2002 Planning Commission public hearing noticing, including a legal ad, <br />posting of the property, and an extended property owner notification (including the <br />minimum 300-foot radius, plus all properties fronting Davis Street between the project <br />site and I-880) was performed. In addition, both the Mulford Gardens and Davis West <br />homeowner associations were notified. At the Planning Commission meeting, several <br />people spoke in opposition to the FedEx Ground component of the project specifically, <br />and some also had concerns about traffic generation in general.
