East 14'h Street South Area December 17, 2001 <br />Interim Urgency Ordinance and Development Strategy Page 6 of 7 <br />Environmental Review <br />This item is categorically exempt from environmental review under the California <br />Environmental Quality Act pursuant to Section 15305 of the State CEQA <br />Guidelines, because it is a minor change in land use regulations that will not result <br />in any changes to underlying zoning standards. <br />Code Compliance Review <br />Not applicable <br />Board/Commission Findings <br />The Joint Project Area RAC supported the proposed ordinance and strategy plan <br />by consensus at its November 7, 2001 meeting. The RAC asked for continued <br />involvement in the process as it unfolds. <br />Summary of Public Outreach Efforts <br />Not applicable <br />Fiscal Impact <br />The estimated cost of preparing the development plan is $50,000, which requires <br />increasing the 2001-2002 budget by $50,000. This will be funded by $15,000 <br />from the Joint Project Area redevelopment tax increment (Account number 962- <br />86-040-5190) and $35,000 from the Community Development Block Grant <br />Program (Account number 165-43-186-5120). A resolution amending the CDBG <br />2001-2002 Action Plan is included in a separate agenda item. Staff will also seek <br />grant funds from outside agencies such as the Metropolitan Transportation <br />Commission that are available for such planning studies.
