Shelia Young <br />Mayor <br />City of San Leandro <br />Civic Center <br />San Leandro, CA 94577 <br />Dear Mayor Young: <br />I am writing in my capacity as President of the San Francisco Bay Water Transit <br />Authority. The law that established the Authority (California Senate Bill #428) requires <br />us to set up a Community Advisory Board that will play an important role developing <br />plans and arrangements for a comprehensive regional ferry system. Specifically, the law <br />requires that: <br />Not later than six months from the date of the first meeting of the board, the chief <br />executive officer, with the advice and consent of the board, shall convene a <br />community advisory committee to assist and advise the board in carrying out its <br />functions. The community advisory committee shall meet on a regular basis. The <br />community advisory committee shall include one member representing each local <br />jurisdiction in which a water transit terminal exists or is proposed, and one <br />member representing each special district providing public water transit services. <br />Unless appointed under subparagraph (B) of paragraph (2) subdivision (a) of <br />Section 66540.2, the members shall be appointed by the county board of <br />supervisors and the city council of each county or c in which a water transit <br />terminal is located or is proposed to be located, with one member appointed by <br />the Golden Gate Bridge Highway and Transit District. <br />The architectural design criteria and standards for terminals shall be developed <br />in cooperation with the community advisory committee and in consultation with <br />local jurisdictions that are prospective hosts of terminals for the water transit <br />system. <br />(over, please) <br />
