t <br />A, <br />FILE® <br />ALAMEUA COUNTY <br />CALIFORNIA DEPARTMENT OF FISH AND GAME <br />APR 3 2001 <br />CERTIFICATE OF FEE EXEMPTION <br />PAT. im nrompi i County Marx <br />De Minimis Impact Finding <br />Government Section 27383 <br />Project Title/Location; Name and Address of Project Proponent (include county): Preda Street <br />Homes/ 385, 399, 400 and 401 Preda Street, San Leandro, Alameda County; Trumark Companies, LLC, <br />4135 Blackhawk Circle, Suite 280, Danville, California <br />Project Description: Development of 69 detached single-family homes on property encompassing a total <br />of approximately 8.78 acres. The project site would be rezoned from IL -Industrial Limited District, to RS- <br />Residential Single Family with a PD-Planned Development Overlay in order to facilitate this development. <br />The four existing parcels would be subdivided into a total of 74 parcels, including 69 single-family lots. <br />The remaining five parcels would comprise a public open space element consisting of a walking trail along <br />San Leandro Creek and a central 0.31-acre park with a tot -lot and benches. <br />Findings of Exemption: <br />The City Council approved the proposal to rezone, subdivide and develop 69 single-family homes, with <br />open space/park amenities at the terminus of Preda Street (385, 399, 400, and 401 Preda Street). <br />An initial study has been conducted to evaluate potential adverse environmental impacts. <br />The City Council finds and determines that, when considering the record as a whole, there is no evidence <br />before the City that the proposed project will have potential for an adverse effect on wildlife resources or <br />the habitat on which wildlife depends. <br />1. The City Council, based on the substantial evidence incorporated on the initial study, mitigated <br />negative declaration (dated January 2001), and staff report dated April 2, 2001, rebuts the presumption of <br />adverse effect provided in Section 753.5 (d) of Title 14, California Code of Regulations. <br />Certification: <br />I hereby certify that the lead agency has made the above findings of fact and that based upon the <br />initial study and hearing record the project will not individually or cumulatively have an adverse effect on <br />wildlife resources, as defined in Section 711.2 of the Fish and Game Code. <br />FG 753.5 (5/91) <br />Section 711.4, Fish and Game Code <br />Deb'tSie Pollart <br />Title: Planner III <br />Lead Agency: City of San Leandro <br />Date: April 3, 2001 <br />
