Julius, W.E. Jessup, Jr., P. <br />Caloyeras, and The De Silva Group (property owners). <br />SUMMARY AND RECOMMENDATION <br />Trumark Companies, the applicant, proposes to develop the subject site with a new 69-unit <br />residential neighborhood consisting of a mix of small lot two-story, single family homes and <br />courtyard homes. This proposal will result in the conversion of vacant and underutilized industrial <br />land into a new residential neighborhood. <br />The proposal would be the fourth planned development on Preda Street since the last three <br />comprising of Camellia Court (1992, 35-units), Tulip Lane (1993, 20-units) and Amber Court <br />(1994, 40-units). Those subdivisions set the precedent for converting industrial development into <br />residential uses. Low -density residential would be considerably more compatible than industrial <br />uses which could bring adverse impacts such as noise, truck traffic, and possibility hazardous <br />materials into the established residential area. <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />A. Certify the Mitigated Negative Declaration and associated Mitigation Monitoring <br />Plan that provides mitigation measures required for the project to avoid significant <br />effects on the environment. <br />B. Approve the rezoning of the property from IL Industrial Limited District to <br />RS(PD) Residential Single Family, Planned Development Overlay District by <br />adopting the attached Ordinance. <br />
