Conflict with any applicable habitat <br />X <br />2,13 <br />conservation plan or natural community <br />conservationplan? <br />EXPLANATION: The project site is a "No Change" area as indicated in the General Plan. However, the General Plan states that <br />these areas were not envisioned to remain entirely static. It was anticipated that a range of proposals to replace, renew or modify <br />existing development would occur. Preda Street includes a mixture of older, single-family residences (towards Davis Street) and <br />newer single-family homes (just south of the project site), interspersed with older light industrial buildings. The existing industrial <br />uses along Preda Street include a tool and die company adjacent to the south, and a wood cabinet manufacturing business further to <br />the sound, off of Phoenix Street. The applicant has applied for a zone change from IL -Industrial Limited District to RS-Single <br />Family Residential with a PD-Planned Development overlay. This rezone would facilitate the proposed residential development. It <br />should be noted that other properties in the project area have been recently rezoned from IL to RS and developed with single-family <br />homes. Therefore, the proposed project would be consistent with past policy direction and would eliminate potential land use <br />conflicts. No impacts related to land use plans or conflicts with existing land uses are anticipated. In addition, because the proposed <br />project is adjacent to newer single-family residential uses and would replace older/abandoned industrial uses, development of the <br />project would not result in a physical division of the established community. There are no habitat conservation plans in place in <br />either the General Plan or Zoning Code. The General Plan includes policies that limit the extent of development that may occur <br />within proximity to San Leandro Creek, which this project is abiding by. Therefore no impacts to habitat/conservation plans are <br />cipated. <br />..- POPULATION AND HOUSING. Would the'project: <br />a. Induce substantial population growth in an area <br />X <br />2 <br />either directly (e.g., by proposing new homes <br />and businesses) or indirectly (e.g. through <br />projects in an undeveloped area or major <br />infrastructure)? <br />b. Displace substantial number of existing <br />X <br />2 <br />housing, necessitating the construction of <br />replacement housing elsewhere? <br />C. Displace substantial numbers of people, <br />X <br />2,13 <br />necessitating the construction of replacement <br />housing elsewhere? <br />EXPLANATION: The project site and area are already served by existing utility systems and public services. The applicant is <br />proposing subdivision of the property, which would allow for the construction of 70 single-family residences. This development is <br />considered a re -use of properties already existing within an urban context. Therefore, given the size of the development, potential <br />impacts related to population growth are considered less than significant. No existing housing exists on the project site, and previous <br />industrial uses are no longer in existence, therefore no impacts related to displacement of housing units or people are anticipated. <br />3.
