POTENTIALLY <br />ISSUES POTENTIALLY SIGNIFICANT LESS THAN NO <br />SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br />ISSUES MITIGATION IMPACT <br />INCORPORATED <br />'LANATION: On behalf of the applicant, a traffic study has been prepared by TJKM Transportation Consultants. The report is <br />Ided as an appendix. Study intersections include: Davis Street/Callan Avenue/E. 146' Street; Davis Street/Hays Street; Davis <br />3treet/Carpentier Street; Davis Street, San Leandro Boulevard; Davis Street/Alvarado Street; Davis Street/Douglas Drive/Pierce <br />kvenue; Davis Street/Wayne Avenue/Preda Street; Davis Street/Interstate 880 northbound ramps; and Davis Street/I-880 <br />nuthbound ramps. The report concludes that under existing conditions, 8 of the 9 study intersections operate acceptably (LOS D or <br />oetter). The intersection of Davis Street/Carpentier Street operates at LOS F. In all scenarios, the Davis Street/Carpentier Street <br />intersection is expected to operate at LOS F. Although a signal is warranted under the "Existing plus Approved plus Project plus <br />Cumulative scenario, if Davis Street signals between E. 14`s Street and I-880 are connected to Caltrans' CT/NET system, this will <br />allow the intersection to operate acceptably without signalization in all scenarios. The other study intersections continue to operate at <br />acceptable levels of service (LOS D) (except for Davis Street/Carpentier Street, as noted above) under the "Existing plus Approved <br />plus Proposed Project" scenario. The only intersection with a change of status under this scenario is the Davis Street westbound I- <br />880 northbound on -ramp. The on -ramp queue is expected to reach 63 vehicles, while the on -ramp capacity is approximately 37 <br />vehicles. This may be mitigated by adjusting the ramp metering times at the eastbound and westbound Davis Street on -ramps to <br />northbound I-880. The project has been designed to meet the City's standard for off-street parking. The internal circulation of the site <br />appears to be adequate, with one exception. The control of the intersection at the north end of Preda Street should be controlled by <br />stop signs on the east -west approaches. The following mitigation measures are recommended in order to reduce potential traffic <br />impacts to a level of insignificance: <br />• At such time as deemed necessary by the Transportation Manager, the applicant shall be responsible for funding <br />connection of the existing traffic signals along Davis Street, between E.14 Street and I-880 to Caltrans' CT/NET <br />system (not to exceed $100,000). <br />• Prior to approval of the Final Map, the site plan shall be revised to show STOP signs on the east -west approaches for the <br />intersection at the north end of Preda Street, to the satisfaction of the Transportation Manager. The STOP signs shall be <br />funded and installed by the applicant prior to issuance of the first Occupancy Permit, to the satisfaction of the <br />Transportation Manager. <br />At such time after project occupancy as deemed necessary, the City's Transportation Manager will coordinate with <br />Caltrans for adjustment of metering on the eastbound and westbound Davis Street on -ramps to northbound I-880. <br />11. PLBLIC SE <br />RVICES. Vould the project result insubstantial adverse physical impacts associated )pith the provision of <br />new or physically altered governmental facilities, need for new or phvsically altered governmental facilities, the construction <br />of which could cause significant environmental impacts, in order to maintain acceptable service ratios, response times or <br />other performance objectives for anv of the.. ublic services: X <br />a. Fire rotection? X 2 <br />b. Policeprotection? X 2 <br />C. Schools? X 2 <br />d. Parks? X 2 <br />e. Other public facilities? <br />EXPLANATION: Although currently vacated, the project site has been previously developed and can be described as an urban <br />environment. Given the urban context, the fact the site has been served by public services in the recent past, and the scale �of <br />proposed residential development, public service impacts related to fire and police protection and anticipated to be less than <br />significant. Because local school districts are operating at or near capacity, the addition of 70 single-family units could impact the <br />local schools. The applicant shall pay the state -mandated school fee of $2.05/square foot, plus the applicant has entered into an <br />agreement with the San Leandro Unified School District to contribute an additional $250,000 to offset impacts of the project on the <br />local schools. Therefore, with inclusion of the applicant's additional contribution on top of the state -mandated school fee, potential <br />impacts to schools are anticipated to be less than significant. The site plan includes a public open space element consisting of a <br />walking trail along San Leandro Creek and a central 0.31-acre passive park with a tot -lot and benches. According to the park space <br />requirements contained in the City's Subdivision. Ordinance, a total of 0.70 acres of on -site park space would be required. The <br />following mitigation measure is recommended in order to reduce potential impacts related to parks to a level of insignificance: <br />- Prior to Final Map approval, the applicant shall submit park in -lieu fees, to be determined by the City Engineer, to off- <br />set the deficiency of on -site park acreage. <br />Preda Street Homes - Initial Study Checklist <br />. 12 January 2001 <br />
