Galvan, Council Member District No. 1, the following information may be helpful to the City Council as they discuss filling the vacancy by appointment, or, if unsuccessful in making such an appointment, by setting a Special Election. APPOINTMENT TO FILL VACANCY OPTION: The City Charter anticipates that the Council will fill the vacancy by appointment. The Council must fill the vacancy by August 2, 2001 (60 days from the effective date of the resignation). The Council could, at the June 4, 2001 City Council Meeting, declare their intent to appoint someone to fill the vacancy and suggest that an Ad Hoc Committee be appointed to accept and review applications in order to make a recommendation to the full City Council. The appointment process would consist of a candidate filing a Request for Consideration Form (sample attached) and Candidate's Statement (limited to 200 words) with the City Clerk's Office within the designated filing period. The Ad Hoc Committee would meet to review applications and candidates would be invited to interview before the full City Council. Should the City Council choose this alternative, the following schedule is proposed: • June 4, 2001 - Council to select Ad Hoc Committee to review applications. • June 15, 2001 - Notice of Vacancy and Application Process to be published in Daily Review (10 days prior to application process opening) • .Tune 25, 2001 through July 13, 2001 - Applications to be obtained and filed from Monday, June 25, 2001 through Friday, July 13, 2001 in the City Clerk's Office during normal business hours. • Week of Jul 16, 2001 - Council Ad Hoc Committee to review applications and recommend interview questions. • Week of July 23. 2001 - Special Meeting of the Council to conduct interviews in Open Session and to appoint a candidate to fill the vacancy. Swearing in of the newly appointed Council Member could be conducted at a Special Meeting held the first Monday in August before going into recess for the remainder of the month. 115
