Proposed zoning text changes would <br />cover minor clarifications and reorganizations of existing regulations and substantive <br />changes to use and development regulations. <br />The proposed map amendment would rezone an area, commonly known as "Bay-0- <br />Vista," bounded by the 580 Freeway to the west, Lake Chabot Road and Estudillo <br />Avenue to the north, and the City limits to the east and south, from RS (Residential <br />Single —Family) to RS-VP (Residential Single Family — View Preservation) Zoning <br />District. <br />SUMMARY AND RECOMMENDATION <br />On June 11, 2001, the City Council held a work session on the proposed zoning changes. <br />At that time, staff distributed the full text of the draft Zoning Code, and provided the <br />Council with an overview of the major changes under consideration. The discussion <br />below address those issues raised by Council members at the work session. (Please refer <br />to the "BACKGROUND" section, and related Attachments, for a more complete <br />summary.) Of primary concerns were the proposed regulations for restaurants, fast food <br />restaurants, and the related categories of "neighborhood markets" and "convenience <br />stores." Staff has refined the definitions of these use classifications from what was <br />presented in the June 11 Draft, and a comparison of the current and proposed <br />classifications is provided as Attachment A; "Classifications for Restaurants and Retail <br />Food Sales." Additional aspects of the revised proposal are outlined below: <br />• FAST-FOOD RESTAURANTS. Fast-food restaurants are currently classified as <br />"Eating and Drinking Establishments with fast food take-out service," and are <br />conditionally permitted, subject to use permit approval, in all commercial districts, <br />other than "Neighborhood Commercial" (CN), and the Industrial districts.
