Zoning Text Changes 3 July 2, 2001 <br />With the incorporation of the above changes, as more fully outlined in the revised zoning <br />text pages provided as Attachment H of this report, Staff believes that the issues raised by <br />Council members at the June 11, 2001 work session have been addressed. (The pages in <br />Attachment H should replace the equivalent pages in the Draft Zoning Code distributed <br />on June 11, 2001.) For additional background on the topics discussed at the work <br />session, as well as a more complete overview of the regulations proposed for adoption, <br />please refer to Attachment D. <br />BACKGROUND <br />The Council's hearing is the culmination of over a year of several public outreach <br />meetings, Board of Zoning Adjustment and Planning Commission review and <br />recommendations, as well as review by the Council's Ad -hoc Committee on large homes <br />and two work sessions with the full Council. Additionally, both Redevelopment <br />Advisory Committees (RACs) have had an opportunity to provide input. A complete <br />chronological listing of the outreach and review process is provided as Attachment E to <br />this report <br />Current City Council Policy <br />The City Council has adopted moratoriums on check-cashing/payroll advance <br />loan businesses, cigarette stores, and second -story additions in the Bay-O-Vista <br />area. The moratorium on check -cashing uses recently expired. The other two <br />moratoriums would expire on the effective date of the new Zoning Code <br />amendments. <br />Previous City Council Action(s) <br />Not applicable <br />City Council Committee Review and Action <br />A City Council Ad -hoc Committee met on February 13, 2001 and April 5, 2001 to <br />discuss the issue of `large homes'. Again, refer to Attachment E for additional <br />background. <br />Applicable General Plan Policy <br />Not applicable <br />Permits and/or Variances Granted <br />Not applicable <br />Environmental Review <br />An Initial Study, and Draft Negative Declaration was prepared an available for <br />public review and comment. The Review period was from January 26, 2001 to <br />February 14, 2001. No comments regarding the environmental documents have <br />been received. An addendum to the Initial Study was prepared on June 21, 2001, <br />to review the changes to the project, as the Draft Zoning Code has been amended <br />
