PLN2001-00004 2 <br />BACKGROUND <br />8/21 /2001 <br />• The subject property is located at the northwest corner of Washington Avenue and Castro <br />Street and consists of two parcels totaling 13,500 square feet. Surrounding land uses are as <br />follows: <br />North — older single -story office building, a wheel and brake shop, and a 3-story multi- <br />family Victorian home; <br />East — single-family homes (across Washington Avenue) and Onstad's Manor, a 62-unit <br />apartment complex. To the southeast is a 2-story mixed -use building containing a small <br />restaurant on the ground floor and residential on the second floor; <br />South — service station (across Castro Street) and Cypress Manor, a 15-unit condominium <br />complex; <br />West — commercial building (formerly the Palm Garage and currently containing a <br />heating ventilation and air conditioning business. <br />• The area is not in a Redevelopment Area and the proposed residential project is not required <br />to provide affordable housing. <br />• The subject property will be subdivided into a total of six parcels, ranging in size from <br />approximately 1,750 square feet to 2,699 square feet in size. A three-story residential <br />townhouse would be constructed on each parcel. Three of the units will be attached in a row <br />and face Washington Avenue with three separate driveways on the street frontage providing <br />access to the three attached garages. The same is proposed for the other three units facing <br />Castro Street (see Exhibit A — Site Plan). <br />• All of the units are three-story with the master suite and bathroom on the upper (third) floor <br />and two bedrooms, bath, kitchen, living and dining areas on the main (second) floor, and <br />family room/den/ or extra bedroom with a full bathroom on the lower floor. Square footage <br />of the living area of each unit is 1,942 square feet and the garage is 490 square feet. <br />• The Planning Commission added one condition of approval related to building design and <br />amended the condition related to the hours of construction. The added condition would <br />require that the design of each garage door be different from the others to enhance the <br />building elevations and give the row homes an individual appearance from one another. The <br />amended condition, as requested by the applicant, would allow the applicant to start work at <br />7:00 a.m. in the morning instead of 8:00 a.m. on Monday through Friday, and to allow <br />construction on Saturday from 8:00 a.m. to 5:00 p.m. <br />Current City Council Policy <br />Not applicable. <br />Previous City Council Action <br />is-27 <br />
