✓ Establish guidelines about how new buildings relate to the public street <br />and relate to existing development; <br />✓ Establishes a public process that would lead to "pre -approved" <br />development concepts. <br />Interim Ordinance - Staff proposes to establish an interim ordinance (up to 2 years) that <br />would provide the City increased discretionary review approval authority over a certain <br />types of projects. Establishment of an Interim Ordinance is tool that is intended to ensure <br />there exists appropriate "stop gap" controls on potentially new controversial projects, <br />while the City is preparing the Development Plan. <br />The Ordinance could establish a variety of "thresholds" that would trigger the <br />requirement for discretionary review and could include the following criteria: <br />✓ Development proposals that require Site Plan Review per the Zoning <br />Code; <br />✓ Projects that propose a change of use; <br />✓ Projects that are not able to meet on -site parking requirements; <br />✓ Intensification of existing uses; and <br />✓ Proposals that include expansion of business operating hours. <br />The proposed East 14th Street Development Plan and Interim Ordinance are intended to <br />provide the City a more refined development strategy and allow for increased review and <br />approval authority, while the planning effort is underway. <br />Attachments: <br />1.
