Staff responded that this could depend on the cost required for the additional <br />enforcement. In each case, it's important to evaluate the trade-offs between the revenue <br />the City would receive and the cost of providing the service. The example of parking <br />meters was used —the cost of maintaining them and issuing tickets could actually exceed <br />the revenue they generate. It was pointed out that the City regularly reviews its fees and <br />raises them as needed based on area -wide trends. Fee increases for some services (such <br />as swimming pools) need to be sensitive to diminishing demand if they rise too high. <br />The City should advertise that it has a website and should use the website to get <br />information to the community, reach a broader audience, and glean new ideas. <br />Staff noted that the City s website is www.ci.san-leandro.ca.us <br />Are we missing opportunities to discuss across the board cuts if we focus our discussion <br />on departmental presentations? What about more "global" changes such as work <br />furloughs or shutting down during Christmas week? <br />Staff responded that a variety of alternatives (such as these) had been explored before <br />asking the Department's to identify where cuts would be made. <br />What is the City doing to educate the public about the effects of this ballot measure? <br />Staff responded that information is being compiled now and will be disseminated in a <br />varietyof ways. One possibility might be to post signs on public facilities (pools, <br />libraries, etc.) indicating that they would be closed (or partially closed) if the measure <br />passes. <br />The City should recognize that the real property transfer tax is also subject to reductions <br />if the real estate market turns sour. <br />How do Berkeley, Oakland, and Piedmont justify their higher transfer tax rates? <br />Staffpointed out that these cities rely less heavily on sales tax as a General Fund revenue <br />source. <br />The next meetings were scheduled for August 30 and September 13. The public hearing before <br />the City Council is on October 2. <br />Finance Director Tim Hansen provided his phone number (577-3330) for anyone seeking more <br />information.
