a�SRN�\ <br />�C�9pORATE� �� <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />DATE: October 16, 2001 <br />TO: City Council Subcommittee on Economic Development <br />FROM: Hanson Hom, Community Development Director <br />SUBJECT: Discussion of the East 14th Street Development Plan <br />INTRODUCTION <br />The City Council (Council Member Grant) introduced a discussion item related to <br />ongoing development proposals along the East 14th Street Corridor at the October 15, <br />2001 Council meeting. The discussion related to the nature of certain development <br />projects — either through new construction or a proposed change of use — that have been <br />recently processed through the City. <br />The discussion touched upon possible actions that the City could undertake to address <br />these concerns and included 1) initiation of a planning effort (East 14th Street <br />Development Plan Effort) that would address a variety of development concerns; and 2) <br />possible adoption of an interim ordinance that would provide the City additional <br />discretionary review and approval for certain types of development proposals. The <br />Council directed staff to refer this discussion to the Council's Subcommittee on <br />Economic Development for a recommendation back to the Council at a future meeting. <br />BACKGROUND DISCUSSION <br />The East 14th Street Corridor has been experiencing a variety of development activities <br />over the past 2-3 years which has led to increased concerns amongst Council members, <br />adjacent neighborhoods and business owners about the appropriateness of new <br />development proposals along the Corridor. <br />Although the City recently updated the Zoning Ordinance, the primary zoning district <br />that covers the Corridor (Community Commercial — CC) allows for a wide variety of <br />permitted uses. There also exist opportunities to assemble multiple parcels of land that <br />are either dilapidated, underutilized or vacant that could be used to accommodate a <br />43 <br />
