Bohne <br />Library Services Department <br />SUBJECT <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL mD <br />._001--L <br />gJermanisCanager OR (iW Oo 1613 <br />Executive Director, ' <br />Redevelopment Agency <br />Extension of free library cards to Arroyo High School students and staff. <br />SUMMARY AND RECOMMENDATION <br />Library -Historical Commission and staff recommend that free library cards be <br />issued to all Arroyo High School students and staff. <br />BACKGROUND <br />Current City Council policy allows staff to issue free library cards to all K-12 <br />students who attend a school located within San Leandro regardless of their place <br />of residence. This policy has worked well to serve all students who attend <br />schools within the City limits. <br />Recently the Library -Historical Commission looked into the unique situation of <br />Arroyo High School. Approximately 40% of the student body are San Leandro <br />residents, but the school itself is located in San Lorenzo. This means some <br />students receive free cards and others need to purchase a non-resident card in <br />order to check out materials. <br />The Commission concluded this is unnecessarily complex and could make it <br />difficult for some Arroyo High School students to use our libraries. The <br />Commission, therefore, unanimously voted to recommend free cards be issued to <br />all Arroyo students and staff. <br />The Commission is also currently reviewing the broader policy of fee -based <br />services to non-residents. It has been some time since these policies were <br />instituted and a general study seemed in order at this time. <br />A report to the City Council on this matter will be forthcoming early in 2002. <br />S3'l <br />
