T <br />City of San Leandro <br />Civic Center, 835 E. 14th Street <br />San Leandro, California 94577 <br />November 9, 2001 <br />Mayor Shelia Young <br />Members of the San Leandro City Council <br />835 East 14th Street <br />San Leandro, CA 94577 <br />Dear Mayor Young and <br />Members of the San Leandro City Council: <br />Current City Council policy allows us to issue free library cards to all K-12 students who <br />attend any schools located inside the City limits of San Leandro. These free cards are issued <br />regardless of where the student actually resides. As a courtesy, cards are also issued to all faculty <br />at these schools. <br />The Commission has recently looked at the rather unique status of Arroyo High School. <br />It is not located within our City limits, but approximately 40% of its student body is composed of <br />San Leandro residents. This means some students are eligible for free cards and others are not. <br />The Commission believes this is confusing and could make it difficult for some students who seek <br />to use our Library's services. <br />Therefore, the Library -Historical Commission recommends that the City Council amend <br />current policy to extend free borrowing privileges to all Arroyo High School students and faculty. <br />We believe this is in the best educational interests of the students and should promote easier <br />access to library services. <br />Additionally, the Commission has noted City Council interest in reviewing the entire <br />policy of fee based services to non-residents. It has been a number of years since these policies <br />have been reviewed and this seems an appropriate time to do so.
