The <br />applicant, Mr. Quentin Bammer, appeals from the decision of the Planning Commission of the <br />City of San Leandro to deny the Rezoning and Planned Development Application PD-99-7/A- <br />99-1- 14969 Washington Avenue. The decision of the Planning Commission took place on <br />January 13, 2000. <br />The applicant appeals from the decision on the following grounds: <br />1. The decision of the Planning Commission was arbitrary, capricious and an abuse <br />of its discretion. <br />2. The decision of the Planning Commission was not based upon substantial <br />credible evidence. <br />3.
