bulletin boards shall be placed and what portions of <br />them are to be allocated to employee organizations' <br />materials. <br />(5) The Union does not abide by these rules shall be <br />subject to forfeiture of its right for a period of 30 <br />days to have materials posted on City bulletin <br />boards. <br />4.5 The parties agree that there shall be no restraint, coercion, <br />or interference with any employee with respect to or because <br />of the employee's Union membership, activities, or support, <br />or lack thereof. No employee shall be discriminated against <br />because of said membership, activity, or support, or lack <br />thereof, or because of the exercising of his/her rights under <br />this Memorandum of Understanding. <br />Section 5. City Rights <br />The rights of the City include, but are not limited to, the <br />exclusive right to determine the mission of its constituent <br />departments, commissions and boards; set standards of <br />service; determine the procedures and standards of <br />selection for employment and promotion; d i r e c t i is <br />employees; take disciplinary action; relieve its employees <br />from duty because of lack of work or for other legitimate <br />reasons; maintain the efficiency of governmental <br />operations; determine the methods, means and personnel by <br />which government operations are to be conducted; determine <br />the content of job classifications; take all necessary <br />actions to carry out its mission in emergencies; and <br />exercise complete control and discretion over its <br />organization and the technology of performing its work, <br />except as modified by other provisions in this Memorandum <br />of Understanding. <br />Section 6. Pay and Classification <br />6.1 The recognized classifications and those rates of pay which <br />are to be effective during the period of this Memorandum of <br />Understanding are enumerated in Appendix "A" which is <br />attached hereto and made a part hereof. <br />Effective January 1, 2000, salaries shall be increased by <br />four (40) percent for all unit classifications. <br />Effective March 1, 2001, salaries shall be increased by <br />three and a half (3.5%) percent for all unit <br />classifications. <br />6.2 Special Adjustments <br />Pavement Marking Specialist $4,157/mo- 1/1/00 <br />7 <br />
