0 <br />FY 2000-01 City User Fee Adjustments 2 May 9, 2000 <br />proposed changes are based on original recommendations from DMG, staff adjustments to the original DMG <br />recommendations; and recommendations developed by the Committee itself. <br />DISCUSSION <br />The fee adjustment schedules follow the format of the San Leandro Administrative Code sections that <br />establish the City's user fee service charges. A summary of the major changes in the fees by category follows. <br />Title 6, Chapter 4, Section 6.4.100 - Fees and Charges for Services Provided by City Departments <br />The fee schedule provides detailed information on current and proposed user fees. There were no proposed <br />changes in user fees for the following categories. <br />City Wide <br />City Clerk <br />Development Services — Redevelopment Division <br />Human Resources <br />In order to consolidate City fees within the same section of the San Leandro Administrative Code, it is <br />recommended that fees related to the Development Services Department — Building Regulations Division be <br />moved from San Leandro Administrative Code Title 12 Chapter 6 and placed into Title 6, Chapter 4. <br />There have been no proposed changes to any of these fees. <br />User fee increases are proposed for the following departments/divisions: <br />Development Services Department — Environmental Services Division <br />Proposed increases in these fees focus on: (1) services that were formerly part of the Wastewater Operation <br />that are now performed in this division; and (2) services that have an hourly charge for staff time component. <br />The recommended fee increase for services that were formerly part of the Wastewater Operation is 3% and <br />the hourly rate for staff time was increased to be consistent with the rate charged by the other divisions within <br />the department. <br />Development Services Department — Planning Division <br />The proposed increase in fixed fees and the proposed increase in the charge for direct costs will increase the <br />overall cost recovery rate for providing the associated services from 15.5% to 47%. <br />Engineering and Transportation Department <br />The proposed increase in the charge for direct costs will increase the overall cost recovery rate for providing <br />the associated services from 35.9% to 38.3%. The proposed increase in Park Development Fees (a.k.a. Park <br />In -Lieu Fees) was based on a study performed by the Hausrath Economics Group. It is recommended that the <br />fee be moved to Title 7, Chapter 13 of the San Leandro Municipal Code. <br />(o 0 <br />
