City Council Staff Report February 9, 1999 <br />General Plan Amendment; A-98-8; PD-98-2; TM 7078 Page 8 of 12 <br />transportation (BART/AC Transit) and recreation and leisure facilities provided within <br />the development and nearby at Siempre Verde Park on San Leandro Boulevard and <br />Thrasher Park on Davis Street. <br />The site planning, required lighting and use of landscaping materials will allow for <br />security and easy surveillance of the development. The application of current <br />construction practices will prevent disturbances from significant levels of noise <br />emanating from within the completed homes. Off-street parking will be provided to <br />prevent any significant impact on the proposed on -street parking within the subdivision. <br />Moreover, as reviewed by the Fire and Police Departments, and the Traffic Engineer, the <br />necessary access to the development has been provided in the case of an emergency. The <br />extension of Alvarado Street via Davis Street as the main access road to the development <br />will preserve the quality of life within the neighborhoods to the east by preventing <br />vehicular traffic from cutting through those neighborhoods to access the new <br />development. <br />3. The proposed use will comply with the provisions of this code, including any specific <br />Condition required for the proposed use in the district in which it would be located. <br />The Code provides that the RS(PD) District allows the same uses as permitted in the <br />existing RS District; i.e. the immediate neighborhoods to the south and east. The RS(PD) <br />designation also allows for a Planned Development (PD) application. A specific <br />condition is that a PD application is discretionary in the RS(PD) District and that the <br />reviewing bodies will determine if the proposed use is compatible with the existing and <br />proposed uses in the general vicinity. <br />4. The proposed use will not create adverse impacts on traffic or create demands exceeding <br />the capacity of public services and facilities which cannot be mitigated. <br />A traffic study was conducted and concludes that a number of nearby intersections will <br />not result in any increased level of service due to the new subdivision. The proposed <br />bridge and street design will be adequate to serve the residential development. <br />The street system within the development will be privately owned and maintained, having <br />no impact on the City's Street Maintenance Program or Personnel. <br />Off-street parking will be provided in the tract. <br />There is adequate public service to the proposed subdivision, including but not limited to: <br />the gas and electric company, the water district, waste disposal, cable TV, and Police and <br />Fire Departments. <br />5. The Planned Development Project Plan will provide superior urban design in comparison <br />with the development under the base -district zoning regulations. <br />M <br />
