The design of the subdivision or type of improvements will not conflict with easements, <br />acquired by the public at large, for access through or use of property within the proposed <br />subdivision in that there are no known easements or proposed easements which the <br />subdivision may affect or may affect the subdivision. <br />CONCLUSION <br />The Planning Commission and staff recommend that the City Council take the following actions: <br />A. Adopt by motion the attached Mitigated Negative Declaration that provides mitigation <br />measures required for the project to avoid significant effects on the environment. <br />B. Amend the General Plan to include residential development as a potential use in the <br />Peralta Avenue Area, west of San Leandro Boulevard, by adopting the attached <br />Ordinance. <br />C. Approve the Rezoning (A-98-8) of the property from IG-S Industrial General Special <br />Study Overlay and IG Industrial General Districts to RS(PD) Residential, Single -Family, <br />Planned Development Overlay District by adopting the attached Ordinance. <br />D. Approve by motion the Redevelopment of the property with a new residential <br />neighborhood (Planned Development, PD-98-2), subject to recommended Conditions of <br />Approval. <br />E.
