PD-98-2 & Vesting Tentative Map Tract No.7078 Page 11 of 22 <br />Recommended Conditions of Approval February 9, 1999 <br />• The proposed Conditions, Covenants, and Restrictions (CC&R) for the <br />project shall be approved by the City prior to approval of the first Final Map. <br />The CC&R shall specify responsibilities of the Homeowners' Association, <br />including but not limited to, inspection and maintenance of the common <br />property, parks, landscaped areas, fire access, structures on the property, <br />perimeter fencing, soundwall and bufferwall maintenance. The CC&R shall <br />also address the periodic inspection and maintenance of the drainage swale <br />along the northern boundary of the project. <br />• "No Parking Any Time" signs shall be installed, and enforced by the <br />Homeowner's Association through the CC&R, along the courtyard <br />driveways to provide emergency vehicle access as directed by the Fire <br />Department. <br />• The Fire Department shall approve in writing, the parking plan and plan <br />for marking curbs throughout the development. <br />• During construction, the Fire Department will need access to the project <br />site and open space for possible response to fire and medical emergencies. <br />Prior to grading permit approval, a plan for emergency access shall be <br />submitted to the Fire Department for review and approval. <br />• Speed control measures shall be incorporated into each motor court <br />driveway as directed and approved by the City Engineer and the City <br />Transportation Administrator. <br />• No street paving for any streets with existing public sanitary sewer mains <br />and/or storm drain shall be constructed unless and until any required <br />rehabilitation and/or upsizing of the public facilities in the subject streets has <br />been completed. <br />• Prior to the issuance of building permits for the first phase of the project, <br />the Subdivider shall obtain an Encroachment Permit from the Engineering <br />and Transportation Department for any work within any public right-of- <br />way. <br />• Prior to approval of the first final map, Subdivider shall submit a street <br />name list for this development phase for the review and approval of the <br />Fire Department, Police Department, the City Engineer and the <br />Development Services Director. <br />• Addresses for each unit shall be assigned by the City based upon the street <br />or court, which the front door of the unit faces. <br />
