Census 2000 2 <br />2/9/99 <br />DISCUSSION AND CONCLUSION <br />n order to reach out to the greatest number of people throughout the country, the Census Bureau encourages <br />local governments to set up Complete Count Committees. The Committee develops outreach efforts which <br />are tailored to reach all segments of the community, especially those which are most difficult to enumerate. <br />The main purpose of the Committee is to make an organized effort to promote the Census; the way in which <br />this is done is completely at the discretion of the Committee. The Census does provide a handbook with <br />suggestions; these ideas range from public service announcements and public statements regarding the <br />Census at meetings to developing incentives for working for the Census and placing Census banners on City <br />vehicles. <br />Because of the importance of an accurate count, both for information and funding implication, staff <br />recommends the Council appoint a Complete Count Committee to reach out to all segments of the <br />community. Staff recommends this Committee be comprised of the Mayor's Human Relations Council. <br />This three -member body has already been charged with reaching out to the various sectors of the San <br />Leandro community so developing a Census outreach plan will dovetail with its other projects. Both City <br />and Census Bureau staff are available to work with the Committee to develop efforts, which are appropriate <br />for the San Leandro community. <br />• <br />
