City Council - 2 - August 30, 2000 <br />3. Create the Confidential Employees Unrepresented Group — Attached is a Resolution <br />establishing specified positions as Confidential, and moving them from represented status <br />under the San Leandro City Employee's Association to non -represented status. Pursuant to <br />labor law, Confidential employees are those individuals with access to, and responsibility <br />for, information utilized for collective bargaining purposes. Staff was successful in securing <br />SLCEA's agreement to remove these positions from the bargaining unit. This change has <br />obvious benefits to the City, and removes the possibility of conflict of interest for the <br />employees in question. The affected employees fully support this change. The Resolution <br />makes no change to salaries or benefits for these positions. It is intended that further <br />adjustments will be identical to those provided SLCEA. <br />Fiscal Impact: All these changes will be accomplished within financial parameters, which <br />are reflected in the 2000-2001 budget. <br />CONCLUSION <br />It is recommended that the City Council approve a resolution to create the position of Central <br />Services Supervisor and set the salary range at$3,347-$3,513-$3,690-$3,877-$4,071 per month; <br />create the part-time classifications salary schedule; and create the Confidential Employees <br />Unrepresented Group. <br />
