HIGHLIGHTS <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />JULY 25, 2000 <br />Committee Members Present: Vice Mayor Bob Glaze; Council Members Galvan and <br />Loeffler <br />1. Discussion Regarding Cable TV Policy <br />• The possibility of San Leandro schools sharing in the costs of CATV <br />information input was suggested. <br />• It was also suggested that staff explore whether the City could extend the <br />current franchise agreement with AT&T for a specific time period before it <br />expires to negotiate for videotaping of Council Meetings in return for the <br />extension. <br />• The Committee requested a cost analysis of the CATV Policy before <br />recommended implementation to the full Council. <br />2. Discussion regarding Partnership with San Lorenzo Unified School District <br />Regarding Video Taping. <br />• The possibility of students from the San Lorenzo Unified Production Class <br />participating in CATV videotaping in exchange for the use of City equipment <br />was discussed. <br />3. Discussion regarding Council Cable Broadcasting <br />• Discussion included the need to wait until the end of the year for the final <br />numbers regarding the cost for the Library retrofit and fire stations before the <br />City Council could consider expending additional monies to retrofit the <br />current Council Chambers to accommodate cable broadcasting of meetings. <br />• It was also recommended that future discussion take place regarding the <br />possibility of the San Leandro Unified School District participating, to some <br />degree, in the cost to upgrade the Council Chambers based on their consistent <br />use of the facility. <br />4. Discussion Regarding Rules of Decorum <br />• The Committee reviewed proposed language for the City Council Chambers, <br />which could be posted for all in attendance to read. It was also suggested that <br />a copy of the Rules be placed on each seat in the Chambers, making it difficult <br />to ignore. <br />
