Jerna 's C <br />City Manage <br />Coco— s! <br />Hanson Hom, Interim Development Services Director�,,ti <br />Barry Miller, AICP General Plan Consultant <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />Council confirmation of new General Plan Advisory Committee (GPAC) appointments <br />SUMMARY AND RECOMMENDATION <br />Approval of 12 new appointments to the GPAC, including ten full members and two alternates, <br />is requested. <br />BACKGROUND <br />Current City Council Policy <br />• Current City Council policy supports the use of a large citizens advisory committee to steer <br />the General Plan update. <br />• Council policy is that this committee represent the diverse interests and demographics of the <br />City and that membership be periodically reviewed and adjusted as needed to ensure that this <br />diversity is maintained. <br />Previous City Council Actions <br />• March, 1999: 59-person General Plan Advisory Committee (GPAC) appointed by the City <br />Council, including 52 members and 7 alternates. <br />• January, 2000: Alternates appointed as full members, replacing several members who <br />resigned during 1999. <br />• January -July 2000: Additional departures from GPAC leave 41 remaining members. As a <br />result of Committee resignations, Districts 3 and 6 are now under -represented on the GPAC. <br />The resignations also have left Councilmembers Loeffler and Nardine with no appointments. <br />• July 24, 2000: Ad Hoc Committee of City Council meets to consider new appointments to <br />restore geographic balance and ensure Council representation. <br />City Council Committee Review and Action <br />• The City Council Ad Hoc Committee on the General Plan met on July 24 to identify <br />prospective new members. At this meeting, the Committee: <br />Reviewed the list of persons who applied to serve on the GPAC in March 1999 but <br />were not selected at that time. <br />
