Harman, Human Resources Director <br />Approved and Forwarded to the <br />City Council <br />(�i <br />Jo rmanis 59 <br />Ci anage nn M 0 R4 - a�' <br />05-�� -C11 <br />(10'19 it I -7 ) <br />Subject: Resolution Amending Section 1.5 of the Pay Plan to Create the Position of <br />Accountant II and Set the Salary Range at $4,29644,51144,73744,974- <br />$5,223 Per Month; and Retitle the Position of Accountant to Accountant I <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council approve a resolution amending Section 1.5 of the <br />Pay Plan to create the classification of Accountant II and set the salary range at $4,296- <br />$4,51144,73744,97445,223 per month; and retitle the position of Accountant to <br />Accountant I. <br />BACKGROUND <br />The Finance Department staffs the accounting function with a journey -level classification <br />of Accountant. The classification is responsible for performing a broad array of tasks <br />associated with the preparation of financial statements, maintenance of financial records, <br />budget preparation, revenue forecasting and related professional level responsibilities. <br />The budget for FY 98-99 includes two positions in this classification. <br />DISCUSSION <br />The Human Resources Department conducted a detailed review of the classification and <br />determined that it was appropriate to create a new non -management classification of <br />Accountant II. The Accountant II will be an advanced -journey -level classification <br />responsible for performing not only professional -level accounting tasks, but will also be <br />responsible for the design of appropriate accounting systems, recommending policy and <br />procedural changes as may be required to comply with the Governmental Accounting <br />Standards Board (GASB) statements and providing staff support to operating departments <br />in conjunction with the preparation and execution of the operating budget. <br />The salary range recommended for the Accountant II job classification is ten percent <br />higher than the salary range for the Accountant classification. This differential is <br />consistent with internal salary relationships for other City job classifications. <br />ill <br />
