Jermanis m 0 <br />C ager cq _ 4 a <br />�IISIo� (0'78) <br />The City Council Refuse Ad Hoc Nominating Committee, consisting of Vice Mayor Galvan, <br />Council Member Loeffler and Council Member Lothrop, met on April 28, 1999 to formulate their <br />recommendations for nominees to the Refuse Citizens Committee. The attached list identifies <br />both the categories and respective citizen representatives. This item is on the City Council's June <br />7, 1999 agenda for the City Council's consideration. <br />BACKGROUND <br />During the City Council's discussions in response to the City Manager's FY98-99 Proposed <br />Budget the City Council directed staff to (1) review the Refuse Enterprise Fund (including <br />recycling) and (2) analyze the feasibility of contracting the City's refuse service, both for the <br />purpose of reducing the costs of that operation to live within the existing revenue stream. In <br />addition, the Mayor appointed a City Council Refuse Ad Hoc Nominating Committee whose <br />charge was to identify and nominate citizens who would be interested in serving on a Citizens <br />Committee on Refuse Services. <br />It is recommended that the charge of the Citizens Committee at this time be to (1) learn about the <br />City's existing refuse services; (2) review the rates and service delivery changes for both refuse <br />and recycling, and (3) review the curbside refuse pick-up program and related exemption <br />program. The issues of low-income discounts and service options for gated communities would <br />be discussed after the City Council has had the opportunity to review all options for refuse <br />delivery services and provide policy direction to staff on the preferred delivery system alternative. <br />DISCUSSION <br />The City Council Refuse Ad Hoc Nominating Committee completed their work and follow-up <br />calls were placed to each nominee to determine whether they would be willing to serve on the <br />Committee, pending Council's action.
