Approve the rezoning of the property from CC Community Commercial District to <br />CC(PD) Community Commercial, Planned Development Overlay District by adopting the <br />attached Ordinance; and <br />C. Approve by motion the redevelopment of the property with a (Planned Development) for <br />the construction of a new hotel and self -storage facility subject to recommended Findings <br />and Conditions of Approval. <br />• �,` "ReILiP,1l41 <br />The property consists of 5.47-acre site bounded by Embers Way, the Highway 238 flyover and <br />the I-880 freeway to the east, the San Lorenzo Creek and single family residential uses to the <br />south, commercially developed property to the west, and Lewelling Boulevard to the north. The <br />property is also known as the former Brunetti Property. <br />The project site was formerly developed with greenhouses and housing for employees. These <br />were removed in 1988. A majority of the site has remained vacant, except for the Victorian <br />home, garage, storage shed and a few trees on the property. The site's topography is relatively <br />flat. San Lorenzo Creek, a concrete lined flood control channel, forms the southern project <br />boundary. The existing home is identified in the City's General Plan as the former Captain <br />Roberts Home, a historical resource. <br />To the south across the San Lorenzo Channel is an existing single-family neighborhood that is <br />part of the San Lorenzo Village Homes Association. The subject property and the residential <br />properties are separated by an existing 100-foot Alameda County Flood Control easement. <br />After three public hearings before the Planning Commission and various revisions and additions <br />to the project plans, the Commission found that the project, with the proper conditions of <br />approval, was ready for the review of the City Council. <br />DETAILS OF PROPOSAL <br />Rezoning <br />The project site and the surrounding area to the north and west are zoned CC District. The area <br />to the south is located in San Lorenzo (Alameda County) and is zoned and developed with single <br />family residences. The applicant is proposing to rezone the site to a CC(PD) District. The <br />rezoning permits development of the property with some flexibility toward zoning requirements <br />under the planned development process. <br />Planned Development <br />The planned development is for a 120 room, four-story hotel and a one- and two-story self - <br />storage facility with approximately 150,000 square feet of floor area and 990 storage units. The <br />site has a total area of 5.47 acres. It will be divided into two parcels: 2.09 acres for the hotel and <br />
