The <br />recommended conditions will specify requirement for a minimum 24-inch box trees at a <br />maximum spacing of 15 feet on center and the species to be tall evergreens such as redwoods or <br />pines. In addition the applicant has committed to construct fencing and install landscaping off - <br />site at the neighbors properties for additional screening between the hotel and the residences. <br />The south side of the hotel building will not have any architectural accent lighting or illuminated <br />sign. In addition, draperies are required to be a combination of fixed sheers and blackout <br />draperies that cannot be fully opened. Thus, the south side of the hotel should not have any light <br />or glare that will adversely affect the adjacent residents during the evening hours. All the on -site <br />exterior lighting in the hotel parking lot and self -storage site will be required to be shielded so <br />that no spillover will occur onto adjacent properties or the channel. <br />Parking and Traffic <br />The off-street parking will be adequate by incorporating valet parking when necessary and <br />providing overflow parking on the self -storage site. In the event additional overflow parking is <br />necessary, the hotel operator is prepared to make arrangements to use the nearby commercial <br />properties (i.e., next door). It is unlikely that guests would park in the residential neighborhood, <br />such as Paseo Largovista or Paseo Del Rio, due to the extreme walking distance to the hotel. <br />Moreover, some neighbors had expressed concern with traffic flow on Embers Way. The <br />applicant explains that the project will include a right -turn lane and an acceleration lane at the <br />Embers Way driveway for safety in getting in and out of the Ember's traffic flow. <br />Lewelling Boulevard Driveway <br />Left turns are a concern from the driveway due to the high-speed approach of vehicles going <br />eastbound on Lewelling to Embers Way (free right -turn), the driveway's near proximity to the <br />intersection, the intensifying of the use of the subject property, and the type of traffic that will be <br />generated by the project (particularly the self -storage use which will possibly have trucks and <br />trailers). Left turns out onto Lewelling Boulevard will not be allowed unless a plan for <br />modification of the Lewelling Boulevard and Embers Way intersection and traffic signal can be <br />found satisfactory to the City Engineer and Transportation Administrator to allow safe left turns <br />from the driveway. Review by Caltrans and the County of Alameda will also be required. <br />The Planning Commission recommends to the City Council that the cost for any approved signal <br />and intersection modifications should be borne entirely by the developer/property owner, with no <br />participation from the City or Redevelopment Agency. <br />Hotel Roof <br />Staff and the Commission has analyzed the hotel's exterior elevations and recommends a <br />revision to include a concrete tile or other shingled appearance type material. The individual tile <br />or shingles would give the roof a softer texture and reduce its visual impact versus the proposed <br />blue, standing seam metal roof. The applicant stated that the Planning Commission meeting that <br />it is something they could explore. <br />
