inspection and regulatory activities while at the same time building upon the City's "One - <br />Stop Shop" approach to providing services to the business community. <br />In consolidating these two functions into a single operating unit, it was necessary to <br />develop a new organizational structure. <br />DISCUSSION <br />Based on the work performed by Hilton, Farnkopf and Hobson, a noted consulting firm <br />hired to assist the City in evaluating these two program areas, it was determined that it <br />was feasible to consolidate the Hazardous Material job classification series and the <br />Environmental Compliance job classification series into a new environmental protection <br />job class series. <br />Thus it is recommended that the City Council create the following job new job <br />classifications at the following salary levels: <br />Environmental Services Manager - $5508-5783-6073-6376-6695 per month — The <br />incumbent for this management position will have overall program responsibility for the <br />Environmental Services Division and will recommend policies and implement procedures <br />to achieve the division's organizational goals and objectives. The incumbent will be <br />responsible for coordinating program activities with the Alameda County Fire <br />Department and others for fire preplanning activities and will work very closely with the <br />staff of the Development Services Department on environmental issues relating to the <br />development process. <br />Environmental Protection Specialist III - $4609-4938-5199-5469-5762 per month — The <br />incumbent in this non -management position will be responsible for supervising the day- <br />to-day inspection and permitting activities and will perform the more complex <br />inspections that require advanced knowledge and skills. <br />Environmental Protection Specialist II - $4298-4512-4738-4975-5224 per month — The <br />incumbents will be responsible for conducting inspections of facilities to assure <br />compliance with discharge regulations and hazardous material storage. <br />Environmental Protection Specialist I - $3738-3925-4142-4327-4543 per month — This <br />position is designed to be an entry-level position designed to allow incumbents time to <br />acquire the necessary specific knowledge of environmental regulations and unit <br />procedures and prepare them for advancement to the Environmental Protection Specialist <br />II level. <br />It is recommended that the Environmental Services Unit be placed in the Development <br />Services Department. The rational for this is two -fold. First, it is consistent with the <br />City's "One -Stop Shop" customer service approach; second is that the Development <br />Services Department currently manages regulatory programs such as the Building <br />Regulations Division. <br />2 <, 3 <br />
