CITY OF SAN LEANDRO
REDEVELOPMENT AGENCY
AND CITY COUNCIL
STAFF REPORT
DATE:
TO:
FROM:
BY:
SUBJECT:
September 15, 1999
APPROVED AND FORWARDED
TO REDEVELOPMENT AGENCY
AND CITY COUNCIL
Ord,
o `t- ao-99
(1 i 00)
Jo rmanis
Ex ive Director and City Manager
John Jermanis, Executive Director and City Manager
Steve Emslie, Development Services Director 3.90_
Debbie Potter, Redevelopment Administrator "pPa'O.-
Jennifer Andersen, Redevelopment Specialist
Adoption of an Ordinance of the City Council of the City of San Leandro
Approving Amendment No. 4 to the Alameda County/City of San Leandro
Redevelopment Plan to Extend the Power of Eminent Domain to a Limited
Number of Commercially and Industrially Zoned Properties within the Project
Area
SUMMARY AND RECOMMENDATION
The purpose of this Joint Agency/Council public hearing is to discuss the fourth amendment to
the County of Alameda — City of San Leandro Redevelopment Plan (Joint Plan) that would
extend the power of eminent domain to certain commercially and industrially zoned properties in
six target areas, or nodes, as shown on the attached Property List and Maps (Exhibit E of the
attached Ordinance). To date, the Joint Plan, adopted by the City Council in 1993, includes
eminent domain authority for only a limited number of parcels. The extension of this authority
would increase the Agency's ability to assemble land for development projects and allow it to
respond quickly to development opportunities.
Feedback on this proposed amendment was provided by the Economic Development and
Redevelopment Committee of the San Leandro City Council at their July 8, 1999 meeting prior
to generation of the Property List. As required by State Law, a public notice was mailed to all
property owners, business owners and residents within the Joint Project Area on August 19", 30
days prior to this public hearing. In addition, an informal community meeting was noticed in the
same mail -out and held on September 8, 1999. Forty-nine members of the public attended the
meeting. Most of those attending indicated they had properties that were impacted by this
proposed action.
v 97
