Eminent Domain -4- September 15, 1999 <br />This amendment will merely add the authority of eminent domain to these parcels. The authority <br />may be exercised at any time during the next twelve years. <br />North Area Gateway <br />The area north of the Civic Center is informally referred to as the North Area Gateway. A total <br />of five properties are proposed for eminent domain authority within this area. One of the <br />properties is a vacant gas station. All of the remaining sites are used for auto storage and repair. <br />All sites are within three blocks of the abandoned Chrysler -Plymouth dealership that is proposed <br />for redevelopment over the next three to five years. <br />Tclanrier Nnde <br />The Islander Node is located just south of Estabrook Street on East 14`h near the Islander Motel. <br />It was the subject of a community workshop in 1996, which resulted in a series of <br />recommendations for development of the area that included: <br />• Conversion of the Islander Motel to permanent housing units, <br />• Expansion of residential and community service uses, and <br />• Narrowing of East 141h Street to two lanes with a central turn lane and double rows of <br />street trees along a widened sidewalk. <br />It was felt that these improvements would build upon the existing residential and community <br />service uses that dominate the area and give it a more residential flavor with pedestrian friendly <br />access. This transition is expected to strengthen the retail market in adjacent commercial areas. <br />Though six properties were originally posted in the notice for the addition of eminent domain <br />authority, one site (APN 77-0556-053-00, located on Estabrook) has been removed from the <br />recommended list of properties because it is zoned residential and is presently in residential use. <br />Of the remaining five properties, one contains a vacant commercial building. The others contain <br />active businesses (a thrift store, charity distribution center and used car sales) but are considered <br />underutilized. <br />Bal Theatre Node <br />The Bal Theatre Node is located just south of 148`h Avenue on East 14`h, centering around the Bal <br />Theatre. This site was the subject of a community workshop in 1998, which resulted in a several <br />recommendations including: <br />• Encouraging the renovation of the Bal Theatre though identification of an <br />economically viable use, and <br />• Narrowing of East 14`h Street to two lanes with a central turn lane. <br />��100 <br />
