CALIFORNIA DEPARTMENT OF FISH AND GAME <br />CERTIFICATE OF FEE EXEMPTION <br />De Minimis Impact Finding <br />Project Title/Location Name and Address of Project Proponent (include county): A-99-2 & PD-99-2; <br />Rezone and Planned Development for Hawthorne Suites Limited & Allsafe Self Storage. 524-526 <br />Lewelling Boulevard (south side of Lewelling Boulevard at Embers Way); Assessor's Parcel Number <br />412-11-1-7; San Leandro, California, Alameda County. Stanley Boersma, c/o Kevin Carter, Cubix <br />Construction Company, 770 San Ramon Valley Blvd., Danville, California, 94526. <br />Project Description: The proposal is to rezone the property from a CC Community Commercial District <br />to CC(PD) Community Commercial Planned Development Overlay District. The planned development is <br />for a 121 room, four-story hotel and a self -storage facility with approximately 150,000 square feet of <br />floor area. The site has a total area of 5.47 acres. It will be divided into two parcels: 2.09 acres for the <br />hotel and 3.42 acres for the self -storage. Reciprocal easements between the divided parcels will be <br />provided for access, utilities and maintenance. <br />Access to site the will be a driveway at Lewelling Boulevard near the intersection of Embers Way and <br />another driveway on Embers in front of the hotel. Other site improvements, such as, off-street parking, <br />landscaping, utility areas, fire hydrants, signage and lighting will also be included in the development. <br />The project site is within the Joint Alameda County -City of San Leandro Redevelopment Plan Area. <br />Findings of Exemption: <br />1. The City Council approved the proposal to rezone the property to a commercial district with a planned <br />development overlay and to a construct a hotel and self -storage facility on the subject property. <br />2. An initial study has been conducted to evaluate potential adverse environmental impacts. <br />3. The City Council finds and determines that, when considering the record as a whole, there is no <br />evidence before the City that the proposed project will have potential for an adverse effect on the <br />wildlife resources or the habitat on which wildlife depends. <br />4. The City Council, based on the substantial evidence incorporated on the initial study, negative <br />declaration, and staff reports, rebuts to presumption of adverse effect provided in Section 753.5(d) of <br />Title 14, California Code of Regulations. <br />Certification: <br />I hereby certify that the lead agency has made the above findings of fact and that based upon the <br />initial study and hearing record the project will not individually or cumulatively have an adverse effect on <br />wildlife resources, as defined in Section 711.2 of the Fish and Game Code. <br />CLERK'S CERTIFICATE OF POSTING: Pub Res <br />11152 certify that a copy of this document <br />,aas posted al the Courthouse.
