Attachment 1 <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />ORDINANCE NO. 96- 013 <br />AN ORDINANCE ADDING ARTICLE 5 TO CHAPTER 14 <br />OF TITLE IV OF THE SAN LEANDRO MUNICIPAL CODE <br />BANNING THE SALE OF "SATURDAY NIGHT SPECIALS" <br />IN THE CITY OF SAN LEANDRO <br />Recitals <br />(2603/1413) <br />WHEREAS, the City Council acknowledges that an individual possesses the <br />right to own reliable, well -manufactured and legal firearms at his or her home and/or <br />businesses in accordance with federal, state and local Iaws; and <br />WHEREAS, the City Council, by adopting this ordinance, does not seek to <br />remove from individuals the right to own firearms which are currently in that <br />individual's legal possession; and <br />WHEREAS, the City Council finds that Saturday Night Specials, also known <br />as "junk guns," are poorly constructed firearms that are not suitable for or readily <br />adaptable to sporting purposes, and are unreliable for personal protection purposes; <br />and <br />WHEREAS, the City Council finds that Saturday Night Specials are easy to <br />conceal because they are small in size and lightweight; and <br />WHEREAS, the City Council finds that easily concealed weapons pose a <br />danger to law enforcement officers as well as the general public; and <br />WHEREAS, according to the Bureau of Alcohol, Tobacco and Firearms, eight <br />out of ten firearms most frequently traced nationally to crime scenes in 1995 were <br />Saturday Night Specials; and <br />WHEREAS, a University of California at Davis Violence Prevention Research <br />Program found that Saturday Night Specials are 3.4 times more likely to be involved <br />in crimes as compared to other firearms; and <br />1 <br />- 149 <br />
