The Port has asked for a San Leandro elected <br />official and a citizen representative to be appointed to the Forum. This item has been placed on the agenda <br />for the March 16, 1998 City Council meeting. Staff recommends the City Council discuss this issue and <br />appoint a City Councilmember and a member of the Neighborhood Aviation Advisory Committee of San <br />Leandro (NAACSL) to represent San Leandro. <br />DISCUSSION <br />Until mid-1997, the Port of Oakland has had a public input mechanism in place to provide groups and <br />individuals with a forum to voice complaints regarding operations at the Oakland International Airport. <br />This process was called the Noise Abatement Task Force. Airport officials convened the meetings <br />quarterly, and members of local communities at -large, airport tenants and representatives of the major <br />users of the airport (i.e., FedEx, Southwest, Ameriflight) would participate in roundtable discussions about <br />airport issues. <br />In the later months of the Task Force, sharp criticism came from various individuals regarding the <br />ineffectiveness of the format of the Task Force. Some participants felt that complaints would be voiced at <br />the Task Force meetings, but there would be no follow-up and no action would be taken. In May 1997, the <br />Port elected to disband the Task Force and began discussions with San Leandro and Alameda officials <br />regarding a new platform for public input regarding airport operations. City Manager John Jermanis, <br />Assistant City Manager Wandzia Grycz, and Administrative Analyst Jacqui Diaz have been the City's <br />representatives in these discussions. <br />
