The City <br />Councils also approved a resolution calling for a Joint Oakland/San Leandro City Council Subcommittee, <br />consisting of three members from the Oakland Council, three members from the San Leandro Council, and <br />one member from the Port Commission. The members are to be appointed by the Mayors/Board President <br />:)f each jurisdiction. The purpose of the committee is to review the progress of projects being carried out <br />under the auspices of the Joint Revitalization Plan, and to afford an opportunity for public input. It was <br />established that the committee would meet twice a year. <br />It is recommended that the mayor appoint three council members to the Joint Oakland/San Leandro City <br />Council Ad Hoc Subcommittee, and direct the City Clerk to work with the clerks of the other jurisdictions to <br />establish a first meeting date as soon as possible. <br />BACKGROUND AND DISCUSSION <br />In June 1996, the cities of Oakland and San Leandro jointly applied for and received a grant from ABAG to <br />improve the areas along their shared boundary and to explore ideas for further cooperation. An Oakland/San <br />Leandro Joint Revitalization Plan was developed with input obtained from stakeholder interviews, <br />community meetings, and staff collaboration. The Plan identified projects and programs for improving the <br />area near the cities' shared boundary, and covers five areas: (1) airport area improvements; (2) jobs; (3) <br />commercial revitalization; (4) neighborhood appearance; and (5) and inter urisdictional cooperation. <br />Since the adoption of the plan in September 1997, Oakland and San Leandro have been working together to <br />carry out the actions identified in the Oakland/San Leandro Joint Revitalization.
